In order to tackle the slow adoption of cloud service by SMEs, a semantically engineered framework, which is modelled based on a case study of advertised cloud service provider offerings is proposed. A novel version of Analytical hierarchical Process (AHP), which is a traditional multi-criteria decision method (MCDM) for solving complex comparison problems has been created. This new technique is used to tackle the rank reversal problem associated with the traditional AHP method. The ontology issue associated with cloud service recommendation was solved by introducing an acceptable standard for each cloud service attribute. This new framework with the protocol uses rational relationships to facilitate an effective cloud service ranking process, which was verified and evaluated using Protégé the ontology editor.
