We have been working on a class of connected planar 3-regular graphs (rotation systems) with states on each node, and their dynamical behaviors based on three structurally rewriting rules. In this paper, an extension of the framework by introducing phases and synchronization scheme is focused. In addition to the emergent behavior between states and global structure, another emergent behavior between phases and states is in concern. Such behavior would be important for analyzing and designing self-organizing systems.
