Abstract:

Cyber warfare is a hot topic. The problem is that precedents are few. At the same time nation-states are strongly developing their cyber capabilities, cyber and physical worlds are increasingly intertwining, the level of cyber capabilities are difficult to estimate and the playbook to use cyber operations stays pretty empty. Many have been waiting Russo-Ukrainian war to be the first real and full-fledged battlefield of cyber, and indeed there are many examples of how cyber operations have been used during this hybrid war. However, destructive cyber attacks have been missing. This paper presents the key trends in current cyber warfare development, and analyzes the role of cyber warfare in the Russo-Ukrainian hybrid war.
