This study aimed to develop a disaster prevention training system for school teachers to develop their practical disaster response capabilities. Disaster prevention education is important in protecting lives. However, conventional school disaster prevention education in Japan has been delivered in accordance with the procedures in the manual. Although this conventional education provides disaster prevention knowledge and skills, it does not provide guideline for the development of practical response capabilities during disasters. In this study, a response capability system and an earthquake initial response training scenario were developed to train school teachers. A training example is presented to demonstrate the usefulness of the proposed system.
